Port Blair Declared as Major Port
Under the Indian Ports Act, 1908, the Government has declared the Port Blair Port with its territorial jurisdiction over all ports of Andaman & Nicobar Islands, - as a major port w.e.f. 1 June, 2010. All major provisions of the Major Port Trusts Act, 1963 has become applicable to the major port of Port Blair from 1 June, 2010. With this the Port Blair Port becomes the 13th major port of the country. The other major ports are Kolkata (including Dock Complex at Haldia), Paradip, Visakhapatnam, Chennai, Tuticorin, Cochin, New Mangalore, Mormugao, Jawaharlal Nehru, Mumbai, Kandla and Ennore.
The Port Blair Port will have territorial jurisdiction over East Island Port, Diglipur Port (Port Cornwalis), Mayabunder Port, Elphinston Harbour Rangat Port, Havelock Port, Neil Island Port, Port Blair Port, (Jolly Buoys) Macpherson Strait Port, Cinque & South Cinque Islands Port, Dugong Creek Port, Hut Bay Port, Mus Car Nicobar (West) Port, Malaca Car Nicobar (East) Port, Tillanchang Port, Tillachang (Castile Bay) Port, Chowra Port, Teressa Port, Nancowry Harbour Port, Katchal (East Bay) Port, Pillomillow Port, Kondul Port, Campbell Bay Port and South Bay Port.
A Committee headed by the Joint Secretary (Ports), Ministry of Shipping and Chairman, Tuticorin Port Trust and four others as members, have been constituted to identify the requirement of staff for Port Blair Port Trust and transfer of entire establishment of Port Management Board to the Trust in consultation with the Andaman & Nicobar Administration and Andaman Lakshadweep Harbour Works to the trust. The Chief Secretary, A&N Administration will, in addition to his own duties and responsibilities, hold additional charge as Chairman, Port Blair Port Trust till the regular incumbent takes charge or until further orders. The Chief Port Administrator, Port Management Board, A&N Administration will in addition to his own duties and responsibilities, hold additional charge as Secretary, Port Blair Trust till the regular incumbent is appointed.
It has also been decided to bifurcate Andaman Lakshadweep Harbour Works into Andaman Harbour works and Lakshadweep Harbour Works. The Andaman Harbour Works stands merged with Port Blair Port Trust and the Lakshadweep Harbour Works will now function under the direct control of the Ministry of Shipping, headed by the Deputy Chief Engineer and with the status of Subordinate office to the Ministry.

PRIME MINISTER&G.K.VASAN DEDICATES PIPAVAV SHIPYARD
The Prime Minister, Dr. Manmohan Singh, dedicated Pipavav Shipyard to the nation today. Following is the text of the Prime Minister’s inaugural address on the occasion:
“I am very pleased to participate in this function which marks the dedication of the Pipavav Shipyard to our nation. Some 50 years ago when I was a student at the University of Cambridge I had a very famous teacher Lord Nicolas Kaldor and he often used to say that there is no technical necessity for any social and economic system to do better than another. It all depends upon the character, the mindset and motivation of people who make all the ruling decisions of a nation’s life. And what I have been told by Shri Nikhil Gandhi, I am truly impressed by the commitment to innovation, farsighted vision, commitment to do things the best possible way, commitment to get away from the chalta hai tradition which has often I think held our country back. So with these words I once again congratulate Shri Nikhil Gandhi and the management of Pipavav Shipyard for a massive contribution to nation building activities of our country.
I have often said India is destined to be a major trading nation of the world and if India is destined to be a major trading nation of the world, I think shipping, ship building and management of our ports assume great importance in our scheme of development planning. Therefore I am very happy to learn about the activities of the Pipavav Shipyard and I once again compliment and congratulate all those who are associated with this highly enterprising, innovative shipyard. I understand that the Pipavav Shipyard, which has been set up on the Saurashtra coast of Gujarat, is one of the most modern shipyards in India and I note the commitment of the management to provide our country with the best available shipyards anywhere in the world and I compliment you for this commitment. This shipyard has been developed to have one of the largest dry dock and wet dock facilities in the world, with the state-of-the-art technology which can be used for construction of vessels relating to oil, gas and defence sectors. I hope this modern facility will set new benchmarks in quality and efficiency for our country.
India is known to have a long coastline and is known also for its maritime heritage. Even today, around 95% of our foreign trade is sea borne. The development of maritime infrastructure – ports, shipbuilding, and shipping, including inland water transport, is therefore of critical importance to the progress of our economy. This sector also provides substantial employment in the organized sector, and acts as catalyst for rapid development of the hinterland as well.
Our Government has taken many steps to develop this sector and Mr Vasan has summed them up admirably. The National Maritime Development Programme (NMDP) envisages investment of more than Rs. 1 lakh crore. We have recently set up the Indian Maritime University. We have also welcomed private sector participation in major ports, to access much needed funds and technical and managerial expertise. I hope the framework that has been developed will hasten the construction of new ports, and will also improve the maintenance of existing ports and harbours. In addition measures are being undertaken to reduce connectivity constraints being faced by our ports.
The Shipbuilding industry can have a multiplier effect on economic output and also in terms of its contribution to the generation of employment. The Government of India has therefore been supporting the setting up of shipyards. I understand the National Manufacturing Competitiveness Council is working with the Ministry of Shipping to explore fresh ways to enable faster growth of this dynamic sector. In addition, we intend to take measures to greatly expand inland water transport.
I once again congratulate the management and staff of the Pipavav Shipyard as I dedicate it to our nation. I wish the Shipyard all success for the future. You have done exceedingly well. The nation is proud of your commitment to enterprise and I venture to suggest that the best is yet to come. With these words, I once again congratulate the management and the staFF

The Union government led by Prime Minister Manmohan Singh and the effective governance of Chief Minister M. Karunandhi are concerned with people's well being, according to G.K. Vasan, Union Minister for Shipping.
He was addressing the inauguration of a private school here on Wednesday, he said that a lot of schemes with innovation were launched to raise the standards of education, health, agriculture and boost business strategies to promote trade investments.
A total of 14 Central Universities would be thrown open under the UGC assistance of Rs. 150 crore. Besides, seven IIMS (Indian Institute of Management Studies) and 10 NITs (National Institute of Technology) would be opened.
To ensure 100 per cent literacy rate, the UPA government was launching a series of measures to motivate children.
In 2010-11, for education sector, the Central Government has earmarked Rs. 45, 711 crore, which recorded a 25 per cent increase over the previous fiscal.
As for primary education, a sum of Rs. 34, 700 crore was set aside with an increase of 30 per cent. On higher education, he said that funds to the tune of Rs. 11, 000 crore were allotted with an increase of 12 per cent.
The United Progressive Alliance government sanctioned development schemes to be undertaken in Tuticorin Port to the tune of Rs. 1,065 crore and its handling capacity would be increased further to 40 million tonnes, he exuded confidence.
As many as 387 schemes were taken up for the overall developments of the major ports in India on an outlay of Rs. 1, 0339 crore. Referring to handling capacity of the major ports, he said a whopping 574.77 million tonnes had been increased. During 2009 -10, the major ports witnessed a handling capacity to the tune of 560.70 million tonnes. With this, an increase of 5.6 per cent handling capacity was recorded as compared to previous year.
Meanwhile Mr. Vasan expressed the hope that the growth of foreign trade would be increased to 1.5 per cent as against the existing 0.87 per cent.
By providing quality education to students with necessary infrastructure, growth towards the path of development of our nation is assured, he added.

The United Progressive Alliance (UPA) Government at the Centre has taken up various measures for the welfare of minorities in the country, said G.K. Vasan Union Minister for Shipping here on Saturday.
Participating in the Meelad-un-Nabi celebration organised by the Thanjavur Town Meelad Festival Committee, Mr.Vasan said that it was the Congress-led Government which created a separate Ministry for Minority Welfare. Again it was the same Government which created the minority welfare commission.
In this year budget, a sum of Rs.2,600 crore has been allotted for minority welfare. This is 74 per cent more than last year. Mr.Vasan also said that DMK Government in the State is also doing a lot for the welfare of minorities.
It has given reservation for minorities in education and employment. Both the UPA Government at the Centre and DMK Government in the State have cordial relations and have been doing a lot for welfare of minorities. “Minority people should bear this in mind and support the Congress and DMK” he said.
MAY11,2010-MINISTER IN MAYILADUTHURAI
The 122-km newly converted Villupuram-Mayiladuthurai broad gauge section was inaugurated here on Monday, ushering a vital link between northern and southern districts through Cuddalore and Chidambaram.
The section accounts for 22 stations, 52 manned and unmanned level crossings each, 32 major bridges, 290 minor bridges and a long bridge across the Kollidam.
The project was handed over to the Rail Vikas Nigam Limited (RVNL) at an initial estimate of Rs.283.83 crore in 2005-06. It was completed at a cost of Rs.450 crore.
The project was a component of the Rs.426-crore gauge conversion works in the Villupuram-Thanjavur section, sanctioned by the Railway Board in 1998-99. The Thanjavur-Kumbakonam-Mayiladuthurai section was completed in 2006.
G. K.Vasan, Union Minister of Shipping, said the current year's railway budgetary allocation of Rs.41,426 crore exceeded the last fiscal's by Rs.1,142 crore.
Over Rs.795 crore has been allotted for Tamil Nadu where a second integral coach factory, a railway sports academy and railway hospitals are among the projects planned, he said. “The growth of Railways is synonymous with the nation's commercial and economic growth.”

The capacity of all the major ports has increased to 574.77 million tons in 2008-09. we propose to increase the capacity of the Major Ports to over 825 million tons by 2011-12, the terminal year of the 11th plan. with additional capacity of around 500 million tons at the Minor ports, the total capacity of all the ports in the country is projected to reach over 1.25 billion tons by the end of the 11th plan,” said Mr G. K. Vasan while briefing media in MUmbai ata press conference organised by Mumbai port on 6th April 2010.
“Shipping industry has registered relatively satis factory growth despite facing global economic recession,” he noted.
“Today, under the proactive policies of the UPA Government, the EXIM trade in the country is doing well, which will help the Ports in expanding further and in improving its infrastructure and efficiency with new technologies.” Mr. Vasan asserted.
The Ministry of Shipping has been constantly striving to improve the standard of efficiency of our Ports to match international standards in various aspects such as traffic handling capacity, turnaround time, pre-berthing waiting time, and average output per ship berth day.
The Shipping Ministry is concentrating on Publicprivate Partnership (PPP) projects which have helped the ports in capcity expansion.
The Ministry of Shipping is implementing the National Maritime Development Programme aimed at comprehensive development of the port, shipping and inland water transport sectors in the country. Total investment envisaged under the NMDP is over Rs. one lakh crores. Out of this, Rs 55,804 crores is for the Port Sector and the balance Rs 44,535 crores is for the Shipping and the Inland Waterways sectors.
In the port Sector, 276 projects have been idenified for implementation at an envisaged. investment of Rs.55,804 crores, Till date 50 projects have been completed under this programme at a cost of Rs 5,717.28 crore. 69 projects are at various stages of implementation with an investment of Rs.16,306.45 crores.
In the Shipping and the Inland Waterways sectors, a total of 111 projects have been identified for implmentation. Out of these, 47 projects have been completed with a total investment of Rs 6,266 crores. All the projects are expected to be implemented by 2011-12.
There are 14 major projects at Mumbai Port under NMDP that aim at capacity addition of 37.66 million tons, similarly, JNPT has 32 projects under NMDP aiming at capacity addition of 65.20 million tons.

Vasan, Union Minister for Shipping, Government of India, has said that the cost of the Ennore-Manali Road Improvement Project (EMRIP) will go up by nearly four times of Rs.600 crore due to delay in land acquisition and rehabilitation of the projected-affected families. Mr. Vasan also reviewed the Rs.1655 crore Maduravoyal elevated Expressway Project. He also said that the two major projects will be completed in the next two years.

Mr G K Vasan, Minister for Shipping, Government of India delivered Special Address at the Valedictory Session of Partnership Summit 2010 held on 24 January 2010 at Chennai.
In his address, Mr G K Vasan, Minister of Shipping, Government of India, said that India has been fortunate to remain relatively unscathed from the worst consequences of the global recession but the country should remain cautious in its economic management.
He said that during the current year, there is a revival of the trade as exports are recovering into a positive territory. India’s cargo handling in major ports was up 5.1% in April-December, 2009 as against the same period a year ago. The increased global competition in international trade has made it imperative that we pay much greater attention to developing world class infrastructure at our ports and support the shipping industry in facing these challenges. Ports handle around 95% of India’s total trade in terms of volume and 70% in terms of value.
The focus in the Eleventh Five Year Plan for the port sector has been to develop ports and related infrastructure to bring them to international standards in various port efficiency parameters. These include, among others, turn around time, and economy of import and export of cargoes, and augmenting traffic capacity at major and minor ports.
He said that the Ministry of Shipping has finalized a National Maritime Development Programme (NMDP) to implement specific programmes and schemes for the development of the port and the shipping sectors. Under this programme, specific projects are being taken up for implementation over a period upto 2011-2012. The total investment envisaged under NMDP is over Rs one lakh crores. Out of this, Rs 55,804 crores is for the port sector and the balance is for the shipping and inland waterways sectors.
