Development of Inland Water Ports

Union Government through Inland Waterways Authority of India (IWAI) develops inland water terminals/ports only on those waterways which are declared as National Waterways (NWs). Following five waterways have so far been declared as NWs:

(i) National Waterway-1: Allahabad-Haldia stretch of the Ganga – Bhagirathi-Hooghly river in the States of Uttar Pradesh, Bihar, Jharkhand and West Bengal.
(ii) National Waterway-2: Sadiya–Dhubri stretch of the Brahmaputra river in the State of Assam.
(iii) National Waterway-3: Kollam-Kottapuram stretch of West Coast Canal and Champakara and Udyogmandal canals in the State of Kerala.
(iv) National Waterway-4: Kakinada-Pudducherry stretch of canals comprising of Kakinada canal, Eluru canal, Commamur canal, Buckingham canal and the Kaluvelly tank, Bhadrachalam-Rajahmundry stretch of river Godavari and Wazirabad-Vijaywada stretch of river Krishna in the States of Andhra Pradesh and Tamil Nadu and the Union Territory of Puducherry.
(v) National Waterway-5: Talcher-Dhamra stretch of Brahmani-Kharsua-Dhamra rivers, Geonkhali-Charbatia stretch of East Coast Canal, Charbatia-Dhamra stretch of Matai river and Mahanadi delta rivers between Mangalgadi and Paradip in the States of West Bengal and Orissa.
Out of these NWs, developmental works including development of inland water terminals/ports are being carried out by Inland Waterways Authority of India (IWAI) on NW-1, 2 and 3 only. Developmental works on NWs 4 & 5 have not yet commenced.

Development of Major Ports

A total of 276 National Maritime Development Programme (NMDP) Projects have been identified envisaging a total investment of Rs.55,803.73 crores. This information was given by the Minister of Shipping, Shri G.K. Vasan in Lok Sabha today.


Revision of pay Scales of Class-I and Class-II Officers of Major Port Trusts Approved

The Government has approved the revision of pay-scales of Class-I and Class-II officers of Major Port Trusts w.e.f. 1 January, 2007. The revision would benefit about 3,600 officers of the eleven Major Port Trusts and Calcutta Dock Labour Board. The highlight of the revision is a fitment benefit of 30% to all officers and also one level jump in the pay-scales consequent to removal of non-standard pay-scale as per Department of Public Enterprise’s Guidelines. The other major decision consequent to the revision of pay-scale is that allowing the officers of Major Port Trusts to avail the benefits of various allowances under “cafeteria” approach as prescribed for Public Sector Undertaking executives. The total financial implications involved on account this revision is approximately about Rs.55 crores annually. The Major Ports will meet this additional expenditure from their own resources. No budgetary support from the Government will be provided.

Leakage of Chlorine Gas at Mumbai Port Trust
On 14 July 2010, at about 3.15 a.m., one of the cylinders with liquid chlorine gas, stored at Haji Bunder area, which has been notified by Mumbai Port Trust (MbPT) for handling and storage of hazardous export/import goods, developed a leak and chlorine gas dissipated into the atmosphere.

Mumbai Port Trust has appointed Dy. Chairman, MbPT, to enquire into the causes of the incident, identify lapses and those responsible as well as to suggest remedial measures to ensure that an incident of this type does not recur. Reasons would be known after detailed enquiry. Orders have been issued to all ports to dispose of hazardous goods, if any lying, under section 61 & 62 of Major Port Trust Act, 1963.

National Waterways
There are 14500 km of navigable and potentially navigable inland waterways in the country of which the following five inland waterways have been declared as National Waterways:

(i) National Waterway-1: Allahabad-Haldia stretch of the Ganga–Bhagirathi-Hooghly river ( Total length-1620 km) in the States of Uttar Pradesh, Bihar, Jharkhand and West Bengal.

(ii) National Waterway-2: Sadiya-Dhubri stretch of the Brahmaputra river (Total length-891 km) in the State of Assam.

(iii) National Waterway-3: Kollam-Kottapuram stretch of West Coast Canal and Champakara and Udyogmandal canals (Total length-205 km) in the State of Kerala.

(iv) National Waterway-4: Kakinada-Pudducherry stretch of canals comprising of Kakinada canal, Eluru canal, Commamur canal, Buckingham canal and the Kaluvelly tank, Bhadrachalam-Rajahmundry stretch of river Godavari and Wazirabad-Vijaywada stretch of river Krishna ( Total length-1027 km) in the States of Andhra Pradesh and Tamil Nadu and the Union Territory of Puducherry.

(v) National Waterway-5: Talcher-Dhamra stretch of Brahmani-Kharsua-Dhamra rivers, Geonkhali-Charbatia stretch of East Coast Canal, Charbatia-Dhamra stretch of Matai river and Mahanadi delta rivers between Mangalgadi and Paradip (Total length- 588 km) in the States of West Bengal and Orissa.

Out of above mentioned five National Waterways, developmental works are being carried out by Inland Waterways Authority of India (IWAI) on NW-1, 2 and 3 only. In NW-1 & 2, IWAI undertakes river conservancy works to provide navigational channel of 3 meter/2.0 meter/1.5 meter depth in different stretches during the low water period. In NW–3, which is a tidal canal, Inland Waterways Authority of India is carrying out capital dredging to provide a navigational channel with 2 meter depth and 32 meter width. Navigation by cargo and other inland vessels take place in these three National Waterways all around the year. For National Waterways-4 and 5, declared as National Waterways in November, 2008 proposals for development of these waterways have been initiated.

Vallarpadam International Transhipment Container Terminal to be Commissioned in October 2010
The first phase of the Vallarpadam International Transshipment Container Terminal in Kerala is expected to be ready for commissioning in the month of October, 2010. As of today 95% of the physical completion has been achieved. This information was given by the Minister of Shipping, Shri G.K. Vasan in Lok Sabha today.

The terminal opens up immense potential for allied industries like container freight stations; inland Container Depots, Port based Special Economic Zones, transportation of cargo through inland waterways, logistics and warehousing centres etc. Being labour intensive industries, these are expected to generate substantial employment opportunities in the state.

installation of Radiation Monitor Portals at All Ports

Government proposes to install Radiation Monitoring Portals (RMP) in all the Major Ports by 2012. This information was given by the Minister of Shipping, Shri G.K. Vasan in Rajya Sabha today.

At present steel junk imported is visually examined by Customs Department which is empowered to check the import-export cargo. The Radiation Monitor Portals will help prevent smuggling in/out of radio active hazardous materials only.

Multipurpose Berth at Paradip Port Trust
Paradip Port Trust is developing a multipurpose berth to handle clean cargo including containers on Public Private Partnership (PPP) basis at an estimated cost of Rs.387.31 crores. The likely date of completion of the multipurpose berth is September, 2013.

With the completion of this project, the capacity of Paradip Port would enhance by 5 MTPA.

Investment Under NMDP
As on 31 March, 2010, 50 projects have been completed under the National Maritime Development Programme (NMDP) in the Port Sector, at a cost of Rs.5717.28crores. In addition, 74 projects of are under progress, envisaging an investment of Rs.18502.68 crores. This information was given by the Minister of Shipping, ShriG.K.Vasan in Rajya Sabha today.
He further informed that out of the total investment of Rs.55804.00 crores in the Port Sector, a major portion of investment is envisaged to come from the private sector. To attract and encourage private sector investment in the Port Sector, the Government of India has finalized Model Request for Qualification (RFQ), Request for Proposal (RFP) and Model Concession Agreement (MCA) to ensure uniformity and transparency in the bid process. New guidelines for upfront fixation of tariff have also been finalized for berths and terminals to be bidded out to private operators so that prospective bidders are aware of the projected revenue flow from the concerned project.
The existing National Maritime Development Plan (NMDP) was conceived in 2005. The status of NMDP projects upto 31/03/2010 is as follows :-

Since the NMDP is approaching its 2011-12 Milestone, it has been decided to create a New Perspective Plan for the Maritime Sector upto 2020.

The New Plan would have year-wise project for 10 years period covering the 12th plan and initial period of 13th Plan. The New Plan would include Policy – frame work for stimulation of capacity expansion as well as growth of maritime sector, supplementary projects for ports development from other infrastructure ministries like, National Highway Authority of India, Roads, Railways, Inland Waterways, Dredging Mechanization and Modernization Plan of Major Ports and Non-Major Ports, etc.

The Ministry of Shipping has constituted a Sub-Group and Core Working Group for preparation of Perspective Plan 2020 in the Port Sector in India. The Terms of Reference for both the groups is given below:-

The Terms of Reference of the Sub-Group

1. To review draft National Maritime Policy which was prepared in 2005 and suggest changes, if any in tune with the developments that have taken place after 2005.
2. To identify specific schemes/projects and other measures which are necessary to give a concrete shape to the vision and strategy to be laid down in the documentupto 2020.
3. To ascertain, compile & suggest the method of financing of the Port development projects in the Perspective Plan 2020.
4. To prepare macro level traffic projections for the overall port sector including major and non-major ports upto 2020.
5. To suggest and prepare a plan of action for the capacity requirements to meet the projected traffic upto 2020.
6. To formulate projects in consultation with Major Ports and Maritime State relating to capacity building, hinterland connectivity, dredging, mechanization and other related developmental issues.
7. To analyze the trends in various sectors namely, Coal, Steel, Fertilizer, Hydrocarbon, Food, Power and Mines and inter-link the sectoral demand with that of port traffic projections.
8. To suggest reformatory measures both legislative as well as organizational in the port sector to meet the emergency challenges in the future.

The terms of reference of Core Working Group

1. To consolidate inputs received from various Ministries, Major Ports and Maritime States.
2. To prepare write-up for various chapters of the Perspective Plan.
3. To follow-up for the required information with the Ministry, Major Ports and the 3 Groups at the time of preparation of Draft Report.
New International Container Transshipment Terminal at Cochin
Operational by August 2010
An International Container Transshipment Terminal is being established in Cochin Port. As of today 95% of the physical completion of the ICTT has been achieved. The first phase of the terminal is expected to be ready for operations by end August, 2010.

Cochin Port Trust had carried out environment impact assessment (EIA) studies of the ICTT through the National Institute of Oceanography (NIO) and the Central Water and Power Research Station (CWPRS), Pune. No adverse impact was predicted at the time of the EIA study. Based on the EIA study, environment clearance was obtained for the above projects from the M/o Environment and Forests. While communicating the approval, the M/o Environment and forests had directed the Port Trust to commission the National Institute of Oceanography for continuous monitoring of the impact of the Project for a period of three years from the commencement of the Project. Accordingly, the Port Trust has already commissioned the NIO for continuously monitoring of the impact, if any. This study commenced in December, 2008, when the capital dredging commenced, and will continue even beyond the completion of the capital dredging, till December, 2011. The NIO has not so far reported any adverse impact of the capital dredging on the coast.

On the public representation, the Port has also engaged experts from the Department of Oceanography, Indian Institute of Technology, Madras, to carry out a fresh, independent study on the subject.
